If so, how much faster? And every car/truck/bike is different. They are meant to serve the majority.

The questions still are:
How many speed bumps are there?
Do they slow traffic and by what amount (MPH)?
And if HPPOA installs speed bumps (4 per mile) on the main roads, would this be of concern to First Responders? Could slowing emergency vehicles to 25MPH (which is what I read, but would like someone in Ainaloa to confirm) be a problem?
