It's not the cabin crew that has to look at the forms. I'm also curious about how you know people turned in blank forms. Were you looking over their shoulder or something?
I have seen people sitting in the same row as myself, turn in blank forms. Pretty simple to notice.
This seems to support having the forms submitted online rather than having someone next to you on a flight creepily look at what you are doing. Do you watch what they're doing on the laptops/tablets and phones as well?
If one is sitting in the aisle seat and the others in the row hand the forms to you to hand to the flight attendant.. it is pretty darned easy to see if they are blank, don't you think?
