I have long advocated this would be a better deterrent than keeping them in Hawaii.
With the high costs incurred in Hawaii for incarceration, I suspect it is much cheaper (but would anger the corrections unions) to pay a mainland for-profit prison. Keeps the prisoner isolated, no family able to visit and when let out, don't provide a plane ticket back.
