There's no residency requirement; although, some ill-informed PO workers may try to turn you away. If that happens, ask to speak to the Postmaster. I was initially turned away once and I pointed out that USPS advertises to get a PO box in another town to have the appearance that your company has multiple locations. The lady said she didn't know why USPS advertised like that. I asked to speak to the Postmaster and he apologized for her refusing me a box. I had even showed her a printout of the USPS website that stated what was necessary to rent a box and the lady still wouldn't rent me one. (It wasn't in Hawaii.) I have a Hilo PO box since I'm there every couple of days.
