Pick up a couple of push carts when you get off the plane, before you head to quarantine. They cost something...a dollar or so. There are no carts at quarantine. The other option I've read about it hiring a taxi (big one) to get you and the pups to the different areas of the airport.
The Kona quarantine sounds great, but I haven't read (here or on konaweb) of anyone doing it successfully. There may still be issues of the right people at Ag and the right people at the airlines knowing that its allowed and what the process is. If you go that route (and it sounds like it has it benefits) do extra, extra, extra homework.
