The deed of your property indicates if the property is subject to CC&Rs or not. You should have received a copy of the CC&Rs when you purchased your property. If you didn't purchase one yet, your Purchase Contract should indicate that the Seller has to provide you with a copy of the CC&Rs within a certain number of days of the acceptance and you should have a certain number of days to approve/disapprove.
