Driveway in building plans?

We didn't have to do this and we are in Seaview
and building our second second house now. Both accessed by a county road. We were not required
to get a driveway permit.
As for the plans our plans also 10' up just had to be designate open storage. With board. across the driveway areas to prevent parking.
