Driveway in building plans?

The roads in Kalapana Seaview Estates are county. I spoke with the building dept this morning. The gal ther told me that all plans are stamped with a Dept of Public Works engineering stamp that says driveway required. But that the driveway may not have to be cement and that DOPW Engineering Dept could answer that question. I looked at both my plans and they do have stamps and my plot plans show a driveway. The first house plan say gravel driveway on it. That is what we did, but it is on the opposite side of the plot plan. There has been several new construction sites here with no cement driveways.
