It used to be, that when newbies were inducted into the armed forces, they were methodically head-shaven. THey claimed it was about lice, but it also took away their individuality, so they could be more easily indoctrinated (reduce their ego).
When someone serves a jail/prison sentence, it used to be, that then you were able to begin again, at a new way of life - at least you had a choice to try (other than voting rights).
Imagine how that judge feels now, with this guy famous across the globe, for taking him up on the suggestion!
Many prestigious people have the same idea about "people that they consider lower-than-themselves" - may be blacks, natives, Wal-Marters, or hillbillies. This is only powerful against employees, not those in power. Odd, isn't it - that a banker, CEO, or monopoly managers can discriminate freely against women or poor whites/browns as they use statistics to hide their personal prejudices. Any women work for the Railroads? (Answer: no, the men - both high and low, agreed not to give them a chance)
