I would not spend a single dollar paving any road in Puna at the present time, much less the road near Honolulu landing, which sees very light travel, mostly by residents of the area.
If it were within my power, I would stop the paving in HPP, too. That was a bad idea, because speeds will only go up on the cross streets. Right now, rough cinder roads keep speeds fairly low.
It is folly to even talk about paving a road until we see what Pele is going to do....
