Using shipping containers as homes?

I can see containers being a totally functional house, and I can' imagine the CC giving a permit on it. I intend to use one as a lockable shed, But I am also contenplating one for a Water Tank. They measure out to 10,000 gallons or close to. Probably need a wood backing for the sides, with 10' roll potable liner, about 80 LF of material and some fairly easy adhered joints. Any reason why not?
