Motorhome/Zoning

A friend of mine is asking me:
I'm starting to look into the zoning regulations in Hawaii county, but it's kind of a labyrinth. Does anyone know about the zoning in Paradise Park -- specifically whether you could set an RV on our lot to live in while building our house? I remember seeing a guy in P.P. who was living in a trailer and building his house...but I don't know if he was legal. I guess the questions are:-- Whether staying in a trailer for any length of time is legal;-- Whether it's OK to stay in one while building the house,perhaps for some limited time;-- Whether it could be considered the second permanent dwelling,like a guest house;-- Whether placing it on a concrete pad and hooking it up to a septic tank would make it legal.
Any thought would be appreciated.
