That article focussed on medical and nuclear waste.
The Hilo issue is about 'municipal waste'. Still, burning anything in a volcano or a garbage incinerator or a forest fire does not make it "go away" -- it simple changes its physical form and chemical properties, most often to hazardous and/or toxic elements.
The sickest (never official) remarks in Hilo have been the idea, never stated seriously (I hope!), of burning rubbish in Pu'u O'o
