Thanks Carey, that's some interesting material. The EIS process is intended to address every conceivable impact, both the natural environment as well as the human environment, so I can understand that strong resistance from both environmental concerns and traditional surfing would work in synergy to affect the federal, state, or local permit process. That doesn't always happen (Sea Mountain?), but you've cited one such success.
