What does this mean?

"Its sad that people who are not willing to take a chance lash out at those do".

It means that people trying to make a living, those with initiative to grow a business and the dicipline to work thru all the regulations and licensing and work real hard at their new enterprise can stir up jealousy and animosity at times in some people.
