"Major" is not the correct term -- the right term is "large-capacity" cesspools and you can be affected by the "large-capacity" cellpool conversion rules anytime there is more than one house connected to a single cesspool (these are also known as "gang cesspools"). So its not just the places like ballfields, parks, etc being affected.
As for conversion of existing near-ocean cesspools at single-family homes, you are correct in that it is not currently mandated by law to convert. New construction in near-ocean areas has already had the rules changed, and no new cesspools are allowed in those areas. And most places with any ocean-connection (such as many of the tidepools on private property in Vacationland) are required to go to a higher standard on new construction -- an aerobic septic system.
It ain't perfect, but its a step in the right direction.
