Well, Carey gave you the link to the building codes. I don't really understand how they will help you design your house unless you've got some really outlandish concept that you want to check out.
How close to top of the mountain did you want to get? Fern Forest has 3-acre lots at 1900-2600 ft elevation. Eden Roc has one acre lots at 1700-1900'. Fern Acres has 2-acre lots & is just downslope at 1300-1600. Hawaiian Acres with 3-acre lots ranges down to 700'. Below that are Orchidland and then HPP down to the water. The only other acre-size lots I'm aware of are Leilani Estates, which is fairly high-priced, and Royal Gardens which has FRESH lava (still moving!) and no road access.
