there are a few palms that are shorter and have many stems that do not grow tall and are dense, i can't remember the name of the type i wanted to mention, but i think they are mostly in the phoenix robleini genus....someone else may be able to chip in on this....pandanus also makes a very nice screen and have sharp leaves to ward off intruders.
