With the cottage built at a totally different time, it probably would be feasable to do a sub-meter. I have two actual meters where I am now (not the B.I. unfortunately). I keep both in my name and just charge the tenants. I can give them a copy of their bill if they want. Mine was originally built with two meters. I built the cottage first and lived in it while building the main.
