Hello All,
Gary Hooser will be at the UH Hilo sustainability event next Wednesday Dec.2nd. We will be meeting with supporters of his campaign for lieutenant governor 2010 and those who might be interested in getting to know him from 3 - 630 at the Hilo Burger Joint. 2008:
* Authored Solar Mandate Bill, requiring all new homes constructed after January 1, 2010 to have solar hot water heater or other highly efficient system installed

*Hawaii is the only State in the Union to have passed such a measure. Spain and Israel both require solar hot water heaters on all homes.

*Starting on January 1, 2010 "no building permit shall be issued for any new single family dwelling that does not include a solar water heater system that meets the standards established pursuant to section 269-44, unless the energy resource coordinator approves a variance." Variances can be granted only if it is proved that installation is impracticle due to poor solor resource, cost prohibitive based on a life cycle cost and a substitute wind or pv system is used. Gas on demand tankless water heaters may also be used under certain circumstances when a variance is granted.
*The legislature determined that retrofitting homes with solor hot water systems is far more expensive than having the system designed and constructed into a new home and included in the original 30 year mortgage. When included in the original purchase price and mortgage of a new home, the cost of the system will often pay for itself immediately and even offer a net savings to each home-owner of between $20 to $40 per month or $240 to $480 per year. This is money that can be spent in the local economy.

*Historically an average of 5,000 new homes are built in Hawaii annually which means between one million to two million dollars are kept in Hawaii's economy through the savings achieved during the first year and then grow expotentially every year after.
