Post Office - which one?

I thought the post office was required to accept "general delivery" for someone not able to obtain a mailbox? Is that the Pahoa post offices way of saying we're understaffed and overcrowded?

I think Keaau Post Office is just as swamped as Pahoa's so anyone telling you to try Keaau P.O. is just trying to past the buck.
