I would come back to the same thing, and say it again.
If you're going to get yourself into something of dubious permitting, or something you might want to "as build" permit in the future, you will be able to build a wooden stick built structure of similar size and more usable space for less money than you can purchase a yurt. The wooden structure with a proper roof will outlast your lifetime, and if you're interested in ecology, you'll grow enough koa around the place to completely redo it in the mean time.
If you want to live in a yurt, power to you. I don't believe you should be prohibited from doing so. As it's small, it's a more benign and cost effective option than what many do. It is, however, not the the most benign and cost effective option.
But as they're doing everything they can to outlaw ecological building as fast as they can, you must make your personal deal with the devil.
