The debate needs to be enforced and everyone is dancing around it.
Either structures under 400+/- square feet that meet basic requirement for sanitation should be exempt from other obstructions and elsewise. . .write it into law, or write it out. As it is, a quarter of Hawaii lives in a quasi legal status.
Or quit pretending that any one cares about the environment and just build big McMansions in gated communities. That's the mainland way.
As it is, McMansions are cheaper to build, per square foot, and there are no requirement for sanitation as long as it's all permitted! It makes no difference if your septic tank actually works, it's all about the stamp. You can grub grade denude or hell with all, simply if you can afford it. Nothing prevents you. You must simply pay the fee. This is the statis quo, at the moment.
Worst of all worlds. Unless you're a developer with no ethics.
