Umm... the Thief.
the vigilante has to pay for all his "stuff" and pay for the gun/weapon he choses.You have to assume it was worked for. There is also the constant vigilance needed as Thief only needs to be succeed once, vigilante has to succeed every time.
The community is a distribution responsibility, not requiring 100% of any one persons time.
