Public (AKA "Free") Water Sources Near Pahoa?

We drink and cook with county water rather than our catchment stuff. I know the taste varies from well to well. Generally, Hilo water tastes pretty good. Pahoa water is next. The Kalapana spigots aren't as tasty, and Kona water tastes like it has alka seltzer in it [xx(]. No matter where it comes from, a britta filter makes it taste much better. I see people feeding quarters into water vending machines and have to wonder why they don't just filter it themselves. Britta filters (and Pur ?) are available in ten packs from Costco fo cheaper.
