Tom,just yesterday I was at the garden exchange in Hilo. The one lady who helped me at the front entrance told me she had two sheep ripped off from her fenced yard in HPP. She told me that she thought about fogs too. But her brother a cop told her about the liabilities of a homeowner who's pet bites even an intruder faces a lawsuit from the scumbag perp? She got her sheep back, a neighbor saw a man hoist the sheep over her fence. The perp was never charged!!! Why? Because he brought back the damn animals! Who knew? That a perp can bring back stolen property and walk!?
