State law does not trump Federal Law its the other way around... if you want dope to be legal you better start working your Federal Congressmen and Senators.
I don't know much about our Representatives, but my guess is the are not for legalization. But that is where it needs to start.

By the way, if you want a system that lets the states make the laws, you should start voting Republican... The Democratic Party has always thought that the Federal government is where the power is and should, Republican Party wants to put most of the power in the States. Read up on it.
