Well if the neighbor is nice then maybe just talk to him. Rumour has it if the rooster coop is kept really low then they can't extend and crow as much.
You could also figure out what will piss off your neighbor but legal such as something that really smells or looks bad. Then when they complain you are ready to bargain I usually trade favours for equal favours. Like my college roomate who talked on the phone all night. First I turned the radio up to drown out his chatting then kept turning it up till he got the hint & took the phone out into the hallway, ha
