But federal projects aren’t the only thing that has economic impact. Many private projects have huge economic impact. Unfortunately, every state is vying for these projects. Hawaii is in an unfortunate place in that there's really no advantage (regardless of the incentives) to relocate or bring a major project to the island.
My BIL's firm specializes in getting development deals and he's been honest that Hawaii is dead last. Even Alaska rates higher because of the coastal waterways and connection to the mainland. He said that Hawaii will never rank up there because of distance and lack of any direct connection to other states via roads or rails. He did say that Hawaii could get big projects simply by accepting what most states refuse.
