My understanding is that there is a statutory limit of 10% fee increases per year for associations in Hawaii chartered like HPPOA. I have heard this figure mentioned in several different contexts. Some projections were presented at a recent meeting, but I don't recall how far forward the 10% increases would have to extend to reach an equilibrium of bond service and adequate funds for unpaved road maintenance. It was not ad infinitum. I do recall Suzanne, the HPPOA General Manager, telling the membership that there would be a few very difficult years while the income catches up. Perhaps Jeff could clarify this for us.
