Water Treatment Plant Operator?

This may seem a strange question, but I maintain a regular scan of job openings in the Puna and Ka'u Districts, and there always seem to be openings for Water Treatment Plan Operators. I'm not talking just a few times. There're ALWAYS positions available. Just wish I knew something about treatment plants other than that they stink.

Does anyone know why these positions apparently have high turnover or can't be filled?
