Stolen goods at garage sale

Having read the Hawaii County police blotter several times it seems that it's standard procedure rather than the exception in Hawaii. In Hawaii how long after an arrest do they have to charge the suspect before he/she must be released. In Florida it's 21 days. I don't see the point in arresting and then releasing without charging as a normal procedure. Jail crowding maybe?
