the right of way width is a created problem they did it to screw hpp. is there and inventory of existing county county road what are the widths. check the rest of the country. in the east the average is 36ft each side of the center line for 2 lane roads.
The Standard can be changed like any other county code
and hppoa would probably give the right of way to the county if their going to maintain it.
So forget about the old railroad bed, the road must connect some place in hilo. and shipman own everything in between if their not going to let it thru it's a waste of time making any plans.
