I don't like having the rich control it either.
That said, unless they want to or are compelled by law, they don't have to.
Why don't they have to provide access by law?
I don't know the history but I would speculate they haven't pulled any permits recently. If they built a resort there, they would have to provide access.
Public access easements aren't automatic. Maybe the only traditional access to this area was by the walk along the shoreline. It's a private road.
There is prime beach land on the west side that isn't accessible by a regular road in either.
Realize that this small beach WILL be overwhelmed by both tourists and residents when it can be reached by road. Or it will be like with the Mauna Kea. First cars of the day get the parking passes. Too bad then for disabled folks who can't get up that early. There won't be a great solution, because it's not the size of Hapuna.
