Lingle veto of the cannabis task force study

During her campaign, Lingle was asked :
"Will you uphold the medical marijuana law that allows seriously ill people to use
marijuana when certified by their physician".
Her answer was "Yes".

She then vetoed HB2675 "which would have established a temporary task force comprised of state officials, physicians, and patients to examine critical issues affecting Hawaii's medical marijuana program"

As I understand it, she said she would uphold the existing law, not establish a task force
to examine it, or expand it, or promote it. So where is the flip-flop?
