Call on your patience and understanding. Not everyone has the $ or awareness to make things perfect around the house.
Best thing to do... head out there near the area and start some project and make sure you bring along an ice-chest full of beer and ice. When you see him, introduce yourself and ask a question about something, anything except for his eyesore or rats. Perhaps ask him for a hand a moment, when he answers offer him a beer. Then your foots in the door, work on it from there and even offer to give him a hand on anything if he needs some help. You can solve the problem without making calls and stirring up trouble, just take it slow and easy.
The worst thing to do in Hawaii or anywhere on the globe for that matter is to bring on the heat. Puna is no different than anywhere else regarding annoyance issues. Even folks in multimillion dollar neighborhoods have issues with one another over brown grass, house color, roof materials, ugly plants or whatever they can whine about. Just take it in stride and make a new friend.
Nearly everyone residing in Puna shares the same general reasons for being there, you’ve probably got more in common than you think. Just help eachother out.
