The Army is collecting comments on the document through Nov. 30 and is hosting two public meetings, one at 6:30 p.m. Tuesday at Aunty Sally Kaleohano's Luau Hale in Hilo and the second at 6:30 p.m. Wednesday at Waimea Elementary School.
