Three children mistakenly vaccinated against their parents' wishes? So? Doesn't that show that there's an opt-out clause?
That it's not mandatory?

Also, as you quoted:
"Quarantine shall be a legal alternative to immunization."
Again, this shows that it's not mandatory.

If you don't want the vaccine, fine! Go right ahead.

Why is the government apparently overreacting? From what I understand, they figured this flu could go either way, it could've turned out to be extremely dangerous so they set the wheels in motion. It's also good preparation if there's a dangerous flu in the future, eg like the 1918 flu.

Numbers in the paper this morning estimate 50 million American have had H1N1 and 10,000 have died. That's a 1-in-5000 chance of dying if you get H1N1, if you're a random person. Chance of dying from the flu shot? About 1 in a million (my guess). For rational people, the choice is clear.
