I can't imagine a house without gutters here. Are they not "standard issue" when you build a house anyway? Was it a cost cutting measure to not put them on?
When we have heavy rains our gutters overflow and water pours down on all sides of the house; it's messy and potentially very damaging to the siding. However most of the time the gutters carry all rain water off the roof and into the downspouts, which in our case feed the catchment tank.
I've never lived in a house without gutters, especially in rainy climates.
