I agree with those who suggest getting on top of this thing. If there is a pattern, great. If not, go to the police, each one of you who has personally witnessed this menace, get them to understand it is an ongoing problem and hazard, not a one time thing. Ask them to respond to it as an urgent situation if you see him. Make a plan with them, insist on something being done. Then anyone who sees him, do not drive away simply glad you weren't killed this time. Pick up the cell phone (lol) and report an attempted vehicular homicide and reckless endangerment and demand they get off their arse and find this car. I mean, this is a distinctive color and make. It cannot be that hard, not like there's a hundred clones of it.
Also write the Mayor and tell him some maniac in Puna is deliberately targeting tourists and trying to run them out of the area, and point out just how bad that is considering the investment the County has in the draw of the lava viewing area and this island's overall interest in maintaining aloha for visitors.
