There is no water shortage. Only benefit I see is to alleviate long lines at the county water stations during drought times. If there were a true emergency, which would be caused by a power outage resulting in the well pumps shutting down, this might make sense, for short term emergencies. There is plenty of water below ground. More than we could ever use.
