Probably means nothing. It sounds like it's taken from a policy and procedure manual. All manuals I've seen have a provision in the beginning that allows exceptions to every policy or procedure at the discretion of the chief or his designee. The polices and procedures are mainly used for accreditation for political purposes and to make terminations easier.

There was a slight break in the rain and here come the choppers over Leilani Estates. Altitude looked to be about 500 feet.

Plus they'll be replaced by drones soon which can fly higher and see more details without the noise pollution. That will take care of about 80% of the opposition to the problem.

These should be easier to identify. They don't make as choppy of a noise as a helicopter. They do want to do ops at fairly low altitude and there have been multiple crashes lately.
