Excellent point: is it a "home" or an "investment"? Ultimately everything is illegal in the eyes of the State (or County), it's just a matter of whether they've chosen to enforce (which is approximately "whether you've irritated them and/or their friends").

Most of downtown "old Pahoa" is one big code violation, but it's all conveniently "grandfathered", so it must be okay just the way it is... until some (rich) tourist does a slip-n-fall on the rickety wooden sidewalks, which will all be replaced with shiny new concrete at taxpayer expense, even though it was all "just fine" before.

I knew which house this was before I clicked on the picture! I feel like the County actually needs to take some of the responsibility here...I mean I know he's the owner...16 years is a lot of time for someone to build unpermitted right out in the middle of Seaview. It doesn't sound like this guy can handle any kine fines, let alone over $14K. Jeez. I know I am a bleeding heart so-and-so, but part of me feels kinda bad for him. Having said that...I wouldn't wanna live next to that either. Undecided
