Hawaiian Electric billing is pretty bad. I have had a few odd billing events, that is why I know anything above simple collecting at the HELCO Hilo office gets any billing discrepancy kicked up to HECO in Honolulu. From there, mass confusion can start. A large part of this was finding out HECO in Honolulu does their reviews manually by hand. Apparently, they have the same technophobia their customers have, and their billing system is archaic and obsolete. That, and they have central billing authority on Oahu, understandable in the stove-pipe era they are locked into.

I've been round and round with the Company from Hell. Every time there's an issue it seems like they go out of their way to make it as difficult
as possible to resolve. No matter how simple the problem.
One Thing I can always be sure of is that things will never go as expected.

Not only did they mail their disconnection notice 8 days after our "respond by" date, their letter actually says that we owe them -2 cents (which would mean that they owe us two cents). Look at it again http://www.e-z-caps.com/images/HELCOSUCKS.jpg

How is anybody supposed to "do the right thing" with their system?

It sounds like they were charging you $16 because they had to return $0.02 to you.

And that is why, each month, for over 15 years, upon arrival of the HELCO bill, I open my old style manual check book and pull out my bic ball point pen and write out a check, stick it into the self addressed return envelope and reach into my briefcase and take one more "forever" stamp, slap it on the return envelope and drop it into the mail box!

Do the same with Hawaiian Telcom.

And never once has there been an issue.
