a listing service or website actively promoting and helping users connect with existing small business ..... as many businesses do not advertise in the yellow pages or web..... the current system seems a word of mouth based ..
we all know where the big boxes are......

Are any of you aware that there are plans for a district park on the 56 acres behind the Pahoa Pool? Many of the things you mention are already planned for the park.
As for the other suggestions: we have lots of restaurants and they are all hurting because not enough people can afford to eat out often enough. Restaurants pay higher utility bills than other businesses (think: hot water, refrigeration, etc.), plus there is the food spoilage factor. I like having my car washed by kids who are raising money for something. It teaches them to work for what they want, and I am supporting their after-school activities at the same time. We could use another laundromat to avoid all the crowding and waiting for available machines. It would be nice to have a vet who also cares for farm animals and not just dogs and cats. In order to save those trips to Hilo, I would hope that some entrepreneur would consider a business that we don't already have and open a shoe store or a furniture store or something like that.

I'd like to see a manufacturing unit for either the French or Indian air powered cars. Small air powered cars make a lot of sense for islands and the makers are intending small scale local manufacture. A hundred manufacturing jobs would be great. Puna has cheap land and geothermal sourced electrical power too.
Get some income flowing in the district and the other stuff follows.
Assume the best and ask questions.

There is an new business opening in the Malama Marketplace selling eye glasses and doing eye exams. I really like the idea of not having to go to Hilo for that care.

I'm skeptical of the "poor economy" arguments after watching County squeeze a successful restaurant until it left the island.
That said, it's a valid point; perhaps someday the economy will improve enough to make it clear what the other forces are. That said, I can't think of any example of new commercial construction in Puna since the passage of PCDP five years ago. (Not counting the new Longs, as it was started before PCDP; also not counting the new "PCDP-compliant" shopping center as it has yet to receive permits and/or break ground.) Now that I've found I can get almost anything I need from Amazon, what Puna really needs is more/bigger post offices...

Small scale manufacturing would fantastic, But. you'd have to figure how to get people to invest in it because it is the worst state for business
