I suspect we'll never get our elected folks to bite this bullet.. and long before anyone is willing to Pele will play her yum I love asphalt trick and devour 130 and as if Aladdin just happened to come out of his lamp we'll have a PMAR.. maybe even a few in that the carrying capacity of a single gravel road made overnight probably aint going to cut it. And, in classical Hawaiian kine style the situation will resolve itself.. well sort of.

I don't think most people really evaluate the conditions of a community and all the subtle aspects that make it unique when they relocate. So it's not as if most of them do anywhere near the research I suspect you did Carol when you say you did a lot. Sheesh in 1990 when Pele was chewing on homes in Kalapana Gardens one land owner actually said to me "I had no idea we were on a volcano" and she was serious.. tears and all.

Though I also know someone with two lots on Railroad ave., in HPP that is hoping they'd build the thing already. I think his bet is in the land adjacent to going up in value not down as I suspect yours is. I do know of many instances where redevelopment has been profitable and in many ways good for the community as a whole, though for all the obvious reasons it's hard to have faith in our reps getting that right either. Funny we pay them so much for doing so little eh?

The fern acres South lauko to Hwy 11 is it going to have stop lights at 11 or just another stop sign? They had just fixed a bad intersection at south Kulani.If you do this with out lights your opening a intersection up in the middle of MT.View that will be a death trap for people..This will be worse than Kulina ever was.Before they fixed Kulina nearly everday some one was getting into a wreck turning into or out on Hwy 11 going or coming from Fern Acres. You be opening up a intersection that is surrounded by houses and in middle of hill were cars go 55 mph even if the speed limt is 45. I don't think 1 millon dollars will fixed this.

Before I made the post above I should ask is it going to be full time road or just opened when needed? If just a road by need $1 million is a lot of money to spend when main roads need a lot of work.

Note that the alternate egress from Fern Acres is "only" $1M because the road basically already exists, it's mostly a matter of pavement.

It also has the most support of any "new road" project.

Yes, it "should" have a signal at the intersection with 11; some would read the PCDP as requiring one. Perhaps the State DOT will decide it's necessary. Eventually.


At what point does the community as a whole.. i.e. our government.. become accountable for not providing a reasonable infrastructure? As an example we have building codes that builders must follow to insure a standard that then can be relied upon by the consumer.

There are codes that say the real estate developer will bring subdivision roads up to County standards prior to grant of final plat approval. Government decided no accountability was necessary, and this is not likely to change.

Kalakoa do I understand you right Pcdp knows this a dangerous intersection but we should go ahead and build and hope the state puts in a light.How about turns lanes or cars just going to stop in the middle of hwy 11 and wait to turn. Does this have most support by fern acres or does all puna support this.Does this 1 million take the cost of widen of lauko? It is not much more then one lane wide.

The very same PCDP was used as justification to cease other development in "downtown" Mountain View, approximately 1800 feet mauka of the Lauko/11 intersection, so there's no shortage of irony when a PCDP working group now suggests new development along that very same stretch of highway.

I'm not particularly worried; the most common outcome in a "development gridlock" situation is that all the money will be spent on engineering studies (and possibly land acquisition) instead of roads.

If County actually wanted to "solve" the connectivity problems, the first step would be to create a new, lower standard for maintenance of unpaved roads. Example: extending Lauko into Fern Acres is about 2 miles, estimated at $1M; that same money would probably build 5-10 miles of graded gravel -- of course, this option assumes there will be any budget for future maintenance.

The current state of semi permanent vagueness is making it impossible for people to make educated decisions about their homes and futures.

I am fairly certain this is intentional.
