A few of you make strong points and justification as to why legislation is in place such as the illegality of boom boxes in cars. So many laws most likely not necessary for instance in a country like Japan.

I won't be looking for a link if someone wants to do their research have at it. There have been many documented studies regarding blasting of loud music or any unnecessary loud noise, it has to do with dysfunctional and non-productive personalities.

Years ago at Baldwin Beach on Maui, an old beater car pulled up quickly into the parking lot, took up two spaces, the driver hopped out and scuttled off somewhere leaving his door wide open to take up yet another parking space, music cranked up so loud he didn't have to skip a beat while he was off doing whatever he was doing.

His stereo obviously cost more than the car, or it couldn't have achieved the full volume live concert experience as it did, and as near as I could tell, the only words to the song were "Gonna kill the cops, gonna kill the cops, yeah."

I waited for an officer of the law to randomly drive through the lot but it was not to happen that afternoon. Probably did not too much later, as this guy had everything except a flashing neon arrow pointing at him to get an officers attention.

He could have been the poster boy for Punatic007's comment about dysfunctional and non-productive personalities.

Substituting words in famous quotes can sometimes make them more meaningful;

The quote, "neither Gluten nor Tattoos" is 100% accurate but as often happens, it has become incorrectly attributed to Ben Franklin over time.
Most likely it was first said by Franklin Delano Bluth, the racist puppet on Arrested Development.
Admittedly though, one Franklin has more gravitas than the other.

Franklin's quote is out of date; the "safety" gained is no longer "temporary" but "imaginary".

As for noise, here's another edition of "Like It Matters; Like Anyone Cares" -- note the subjective standard of "unreasonable annoyance".

Section 15-19. Use of audio devices restricted; permits; authorization.
(a) The operation or use of any audio devices including radios, television sets, musical instruments, and noise producing devices such as electric generating plants, or other equipment driven by motors or engines in such a manner and at such times so as to unreasonably annoy persons in campgrounds, picnic areas, or at other public places or gathering is prohibited.
(b) The operation or use of public address systems, whether fixed, portable, or vehicle mounted, on lands, waters, and highways, is prohibited except when such use or operation is in connection with public gatherings or special events for which permits have been issued.

In General Systems theory, as a system approaches a chaotic state the potential for novelty and transitions to unprecedented new steady states of organization arises. Some have proposed that this is the secret of America's success. The USA is messy, chaotic, annoying, seems to exist perpetually at the edge of chaos, and yet...
