Need to agree upon sovereignty then decide which homestead lands to develop and get the State to grade in the roads and infrastructure, then give each one a lot free and clear for reparations. Then get Habitat for humanity involved with a super low interest rate on their locally manufactured kit home for their Ohana.
Of course they would have to agree upon the genealogical minimums to qualify, but without all the dam red tape of past.
One of the developments would take a coastal Homestead land and build a resort with casino to assure jobs and income so all are fed, clothed and housed if that is the case.
