Res. 325-14: ILAGAN CRF, Dist. 4, $5,000 to Public Works for 200 tons aggregate material
This material was used on the Waa Waa Road.It benefited me when I drove over it last.
Resolution No. 337-14 supports our County parks and facilities by giving $7,000 of District 4 contingency funds to the Parks and Recreation Department to replace aged equipment, and augment necessary program supplies. This resolution was approved in Council on April 1, 2014.
Councilman Ilagan worked with Parks and Recreation, and spoke to staff at P#257;hoa’s Neighborhood Facility, Hawaiian Beaches Pavilion, and the P#257;hoa Aquatics Center, to understand the needs at these venues.
This mostly went to pay for the playground equipment next to the school in Pahoa.
On May 1, 2014, the Council approved Resolution 386-14, which provides $1,995 of District 4 contingency funds to CFS to purchase 1,330 bus tickets for individuals who utilize the Domestic Abuse Shelter in Hilo. This same day, the Council also approved Resolution 395-14, which transmits $1,712.14 to the CFS program for the purchase of basic supplies and hygiene items for women and children who arrive at the shelter with nothing. Women and children who escape domestic violence often flee their homes without basic necessities.

So in 2 terms he got one road some gravel and some money for a playground, and used part of his contingency funds for abused women and children. Still a pretty thin resume to run for state office on. All county counselors use their contingency funds for pet projects, but most also take care of the nuts and bolts business of their districts too.
I liked Ilagan when he first ran, he was approachable, educated and seemed willing to listen, but at this point I question if he is assertive enough to get anything substantive done at any level of government. I thought his boldest move was his vote on the GMO bill, it was politically risky for a Puna counselor. Being a state rep is a job promotion, Ilagan needs to show the voters why he has earned that promotion, so far I am just not seeing it.

Ilagan's only shining moment was his GMO vote, and in a district that is so far behind the rest of the Big Island, some major initiatives are called for. Forgive me, Obie, but your list (and the stuff on Ilagan's facebook page) is chump change compared to the overall county budget. He really needs to get better grounded in his current job before he thinks he can grapple with the big boys in Honolulu. I must respect him to a certain extent, though, because I do worry about what sort of nutjob we will get in his place on the council.

I believe that's why he is running for the Senate.The county's budget mostly goes to pay salaries and there isn't much left for us peons.
The state is where we could expect some results, too bad we elected a guy who wasted his and our time there and pissed so many of his fellow senators off that he will never get anything passed !
I too worry about who will replace him on the council.

He might have gotten credit for making the bus go down through HPP, but he also raised the priced by 100%! The bus service hasn't gotten any better. It now goes to the airport, but for Pahoa, the route remains the same no busses added to the route, same hourly times, tho, there are big gapes when the bus comes and goes. Dunno, for 2 bucks a ticket I would expect a lot better service. At that price it's cheaper to drive a car into town.

Greggor has touted his Bus accomplishments as "a start." The implication certainly felt as though greater plans were in motion to expand public transportation in Puna. And now he is running for Senate. Unless his successor lists such expansion as a priority, then we probably won't see more routes anytime soon. Someone should ask Greggor about this.
Should he get elected to the State Senate, Greggor is already playing ball with the "in" faction at the legislature. What does all that mean? Probably a little more than a little bit of nothing. Everybody in Puna knows that highways and alternate routes remain the hottest topics to date. Even with the accident that happened on 130 the other day, the best Joy San Buena Ventura could do was pretty much nothing. She says 15 million for the planning.....completing a section of railroad from Makuu to Nanawale...But leaves alone the true Gorillas in the room -- HPP's trepidation and the political power of the Shipmans in Keaau. Russell is much of an afterthought and somewhat a lame duck. In other words, he garners no merit in the highway discussions. So lets see where Greggor takes this one. He may have to do more thinking than the more thinking he normally does.

Ilagan shows every indication of wanting to be a career politician. What has he done besides the National Guard and attend junior college? (While I do respect anyone who serves in the military, we have heard nothing about Ilagan's service there which would distinguish him in any way.) At least Ruderman, despite what I consider a conflict of interest regarding GMO ideology, has done something in the real world of business.

My understanding is San Buenaventura and Ruderman got $15MM in the state budget for County to build an alternate road in Puna. Problem is, Ilagan blocked the needed County buy-in to support this, because Shipman told him to.
