Email him - greggor.ilagan@hawaiicounty.gov - and point out how inappropriate and inconsiderate his actions were. I would do it but I didn't witness the sign waving so it would be inappropriate for me to do this. Let us know what his reply is, if you get one.
I've emailed him in the past and although it took a few days, I did eventually get a reply. I completely agree that sign waving in a way that endangers people and causes delays to people's commute is unacceptable. Our representatives are supposed to help us, not harm us.

Ironically, five years ago, almost to the day, the Hawaii Police Department organized an event to inform drivers of the dangers of distracted driving. They did it by distracting drivers.

Today he was at a safer location and traffic wasn't being effected. Maybe he got the message.

hi everyone, just spoke with Greggor Ilagan and he appreciates the point of view expressed on this thread. He said "Thanks for the heads up. I apologize for any inconvenience I've caused. Never going to signwave on Panaewa stretch again." and that he will continue to sign wave at the CU Hawaii location he was at today instead.

It's still dangerous and irresponsible to distract motorists with signs, waving and such.
